To defend and advance the welfare of citizens of the Second Congressional District.

A just society where all members have an equal opportunity to achieve the American dream. Safe communities with good jobs and economic growth, first-rate public schools, healthy environments, affordable healthcare, government accountability, and a fair tax system, for ALL people regardless of race, creed, economic status, gender or sexual orientation, or other classification. This vision is spelled out by the Missouri Democratic Party platform and Resolution on MDP Unity.

OUR VALUES

We believe in the common good: that the highest end of government is ensuring the well-being of the people.

We believe in values of justice, individual freedom, respect for human dignity and worth, diversity, and compassion as the moral foundation for securing peace, safety, and shared prosperity to all members of our communities.

We believe that when special interests become harmful to the common good, it is our duty as citizens to oppose them and remove public officials who put these interests ahead of the public’s welfare.

OUR GOALS

  • Win back the 2nd District House seat to have a voice for our values in Congress.
  • Win more of our local elections to have a stronger voice for our values in Missouri.
  • Expand voter turnout for Democratic candidates and ballot initiatives.

BACKGROUND

Over the summer of 2021 our task force held workgroups of Democratic Party regulars, elected officials and activists throughout the 2nd Congressional District. Participants expressed frustration and disappointment. But they also showed passion in sharing their ideas about the strengths of the Party and their commitment to realizing the opportunities for Party and allies when they work together. Their ideas were the basis for this strategic plan which provides a long-term path toward reaching our vision.

SUMMARY

The strategic plan takes ten years as its time frame. It looks toward the decadal census and redistricting as a basis for long-term Democratic Party planning rather than the boom and busts of two-year election cycles. The plan is built on a foundation of our shared values and vision of the common good for our communities. To that end, our mission is to defend and advance the well-being of our district’s citizenry. To accomplish this mission a set of strategies is provided in six areas:

  • Infrastructure
  • Finance
  • Candidates
  • Voters
  • Communications
  • Community

Any measure of success in implementing these strategies broadly rests on the personal and organizational relationships and the shared knowledge base among MO2D and other stakeholders who are committed, in part or whole, to the strategies outlined here. Successful outcomes depend on work prioritization, division of labor, technical and practical knowledge for task execution, and long-term persistence despite competing priorities and organizational disruption. This strategic plan is a first step in a strategic planning process for MO2D. Strategies need to be translated into tactical planning for implementation and results. Outcomes need to be monitored to provide feedback for a continuous improvement cycle for changes to the plan. This includes reviewing current strategies and tactics to rebalance priorities or quit use.
